Council members in a dwarven city steer criminal cases to their own advantage. Players act as members of the Council of Law and Order and judge the guilt of accused individuals while pursuing personal goals. The game plays as a trick-taking tableau-builder: players play and win tricks, then allocate won cards to influence suspects and the court’s outcome. Hidden scoring objectives and card-placement choices create tension between cooperative court proceedings and competitive scoring.
