Mr. Cabbagehead's Garden: Karl Rotabagge

A promo neighbor tile adds Karl Rotabagge to the garden. Because he is insecure about his height, he refuses to be neighborly to pretentious tall vegetables. When choosing from the garden, he always takes the Bean, Salsify, or Carrot with the lowest Vegetable number. If none of these vegetables are present, he has no effect.
