Players act as empresarios tasked with developing a frontier town on granted land. Through dice drafting and tile placement, they add buildings, infrastructure, and attractions to attract settlers and grow population. Scoring tracks town value and population; players balance placement strategy and resource use to build the most valuable settlement and compete to become the state capital.
