Public Enemies

A roster of superpowered criminals is held in Rock City’s high-security facility, including mutant weapons masters, deadly assassins, alien conquerors, time travelers and unstable living weapons. Players work together as law enforcement and superhero agencies to respond to escaped offenders, protect civilians and contain the threats before they cause further destruction. Each criminal presents different abilities and risks, requiring players to coordinate their resources and choose how to handle the crisis.
