The Coven of Frostfall Bay

A hag coven hides its den among capsized longboats and skiffs in a frozen cove near the northern trade routes. Using combined magic, the hags lure ships toward icebergs, where sailors are wrecked and cast into frigid waters. Giant eels devour some survivors, while others drown in the frozen depths and rise as undead servants.
