Set in Cuba before the revolution, players develop villages while competing for wealth and influence. They produce, buy, and sell goods, ship merchandise, construct and use buildings, and send delegates to parliament to influence laws. Victory points come from shipping goods, building activity, and following legislation. This edition includes an additional board, new ships, laws, buildings, and character cards. Each round, players choose characters with different effects, while the President’s arrival activates the position of a remaining card, changing available actions and conditions. New rules allow further interaction with buildings, markets, ships, and the scoring track, and the game can last up to eight rounds.
