Batman Fluxx
Players start with a simple Draw 1, Play 1 rule and a small hand, then add and play cards that alter those rules as the game progresses. Cards include Rules, Goals, Keepers, Actions and special cards that change how many cards are drawn, played or held. A Goal card must be active to create a winning condition, usually requiring certain Keeper cards in front of a player, but Goals and Rules can be swapped out at any time. Themed around crimefighting, players manage Keepers and remove Villains from play while reacting to shifting goals and rule changes to meet the current victory condition.
