In the heart of the city, steel beams race skyward as competing developers reshape the skyline with supertall skyscrapers. Players draw Plan cards and choose whether to add them to their skyscrapers, pass them to rivals, or use their special abilities. Once construction is complete, players score their mix of Residential, Business, Entertainment, and Green Space amenities. City Hall taxes one amenity type, making it worth no points, so careful planning is essential.
