Players act as heirs of patrician families tasked with rebuilding a Roman city over three decades. On each turn they take actions to harvest resources, construct buildings and monuments, train legions, tend to religious needs, and recruit specialists and workers who expand available actions. Buildings once constructed provide new shared actions for all players in later rounds, so the action pool grows and strategies shift across nine rounds grouped into three eras. Players score influence by improving district reputations, contributing troops and offerings, and winning seats in the Senate while managing uprisings that can threaten the entire city. The game combines worker placement, resource management, and engine-building without tile placement, emphasizing evolving choices and long-term planning.
