1815, Scum of the Earth: HEBS Weather Deck

Let changing weather help or hinder any game in the system. Shuffle the Weather deck, draw a card, and place a teardrop token on its first space. The card’s effect remains active each round as the token advances; when it reaches the end, discard it and draw a new weather card.
