In the Stocks (fan expansion for Carcassonne)

When a player draws a tile showing stocks, it must be placed in an existing city. The player may deploy a follower to the city, place a follower in the stocks, or do neither. If the tile cannot be legally placed, it is removed from the game and replaced by a new draw.
