Hráči se ujímají rolí regionálních vládců, kteří soupeří o rozvoj úrodného, dosud málo využívaného regionu ve střední Jávě. Budují zavlažovací systémy, pěstují rýžová pole, stavějí vesnice a paláce a vylepšují osady na města. Body získávají za rozšiřování paláců, vytváření zavlažovacích sítí a pořádání palácových slavností; během hry i při závěrečném bodování sbírají body slávy, které rozhodnou o vítězi. Hra klade důraz na rozvoj území, prostorové plánování a umisťování zdrojů, zatímco hráči soupeří o nadvládu nad vznikající krajinou.

With four players, the board seems too large and the game takes too long. If we would cut the board size and number of tiles by about 1/3rd it would be fun. The general idea of the game is you are placing tiles on the board or on top of other tiles. You get 6 action points to spend, and you can create cities by connecting village hexes and then spending an action point to announce the city by placing the city tile that matches the size. You get some points for this, and some points at the end for having one of your markers at the highest elevation in that city. Through clever tile placements you can carve big cities up and make new ones, but you can never join two cities. All this sounds well and good, but the board is so large and there are so many places to place and things to consider that it really locks up AP prone players. The board state changes so much that you can't really plan your turn until it's on your turn, which makes the wait for the AP players unbearable. The game also has this strange, tacked on mini-game where you can play matchy-matchy cards for extra points in a city you have a guy in. All in all, while I wanted to like this, I just don't think it holds up.

This game is superb! The only reason I won't give it a higher score is because with some people, the game is R-E-A-L-L-Y slow.
