Rise of an Emperor: Worlds in Conflict

After a war that nearly destroyed Earth, seven Regent Houses share power under a fragile treaty. Players develop their chosen House by exploring distant worlds, building structures, advancing military and technology, and pursuing paths such as science, religion, economy, politics, subterfuge, military, and exploration. Cards enable alliances, espionage, assassinations, diplomacy, resource gathering, and encounters with alien civilizations. Players manage limited space and resources on their House boards, build cards before using them, and place Counselors on the Council. Many actions are illegal, requiring concealment or legalization to avoid punishment. Hand management, resource management, worker placement, and hidden information support a customizable civilization-building struggle for control of Earth.
