Federation & Empire: ISC War

Adds a new playable power, the Interstellar Stellar Concordium (ISC), with a full order of battle and new force types to the existing system. Introduces ISC-specific rules such as Echelon formations, PPD ships, Tactical Reserves, and Rapid Base Deployment. Includes scenarios that model ISC expansion and consolidation: early-war consolidation of outer provinces, rapid pacification and deployment at the end of the general war, and guidance for using ISC forces during the general war or in full-scale conflict with the Gorns and Romulans. Players maneuver fleets, deploy bases and pacification stations, and contest neutral zones and cordoned sectors while managing ISC-specific formations and reserves.
