Steam: City Growth Special Contracts

This promotional expansion adds five city growth markers in different colors. When a colored marker is placed through the City Growth action, the city creates a one-time demand for a cube matching its color. After that cube is shipped to the city, the marker is flipped and functions as a normal city growth marker.
