The game uses card-driven, point-to-point movement and a diplomatic track to trigger alliances, naval actions, and reinforcements. Players allocate corps and fleets, contest key regions, play battle cards, and resolve combat with dice to inflict casualties and test maneuvers. Strategic choices hinge on leadership, central position, sea power, and shifting diplomacy as minor states are courted or remain neutral.
