Manila

Players act as investors and harbour officials speculating on four shipments—jade, ginseng, silk and nutmeg—trying to get to a port via river routes. Each round begins with an auction for the harbour master role; the winner buys shares in shipments, selects which three boats move downstream, and assigns how likely they are to reach the harbour. Movement and events are resolved with dice, determining storms, successful arrivals, pirate attacks and who collects or loses money. Players place bets, buy shares, and may arrange insurance to hedge against lost cargo as they attempt to profit from correct predictions and timely investments.

54 Far too complicated for a 100% luck based game. And way too big box to keep it. If I want a game with 100% luck I would choose Las Vegas, which is much more fun. Here you first think you can steer something, but no, it's just pure luck.
