Players take on the roles of a Supervillain and Henchmen, claiming criminal enterprises, gathering resources, recruiting Faceless Henchmen, and uncovering Doomsday Missions. Three asymmetrical modes support solo, cooperative, competitive, and team play. Players plan three moves ahead, build Squads to complete missions, harvest Spoils, and pursue a Doomsday Plan or the most Villain Prestige. Dice-free mechanics emphasize planning, negotiation, and calculated decisions over luck.
