Players compete to control bars, casinos and street muscle across a city map divided into four identical Quarters and a central square. Each Quarter contains one casino and multiple bars of varying value; ownership is tracked with control chips and generates income at the end of each six-turn phase. Turns are spent recruiting and placing thugs, contesting buildings, and maneuvering to meet one of three victory conditions: ownership of three of four casinos, ownership of all eight central-square bars, or five thugs each carrying four influence rings. If no condition is met by the end of the fourth phase, the player with the largest cash total (including thug value) wins.
