Each hero has unique powers and cards that define their abilities, and players coordinate actions to handle threats appearing across multiple locations around the city. The game plays cooperatively for 1–5 players, offering standalone scenarios or linked campaign comic scenarios that introduce persistent rewards and evolving challenges. An automated villain system governs enemy behavior and difficulty, forcing players to adapt strategies and manage multiple crises simultaneously.
