Rising Cultures
Players take control of one of four historical civilizations, each with a unique deck and special abilities, and guide it toward prominence by conquering provinces and constructing buildings. Gameplay revolves around multi-use cards that can be spent for resources, deployed for military actions, used to erect buildings, or played as leaders, forcing players to balance immediate needs against long-term strategy.

Rules questions
Answered from the rulebook by Ludoya's rules assistant.
When I construct a building, do I spend the resources shown on the card or just need to have them?
You do not spend resources to construct — you only need to have them available; if you're missing resources you may pay 2 coins to the supply per missing resource to meet the requirement (page 4).
If a resource card shows a coin icon, do I get that coin every round?
No — a coin icon on a resource card gives you that coin once immediately when you play the card; all other resource icons provide permanent benefits while the card remains in your resource area (page 4).
How does the Phase II card swap work — can I swap up to two cards and can the card I swap be one I just drew?
At the start of Phase II you may return 1 or 2 coins to the supply and draw a new card for each coin returned; for each new card drawn you must place one card from your hand on the bottom of your deck, and that card may be the newly drawn card (page 3).
How do we determine who wins the Province card and what if it's a tie?
The player with the most of the military symbols shown on the leftmost Province card wins it; in case of a tie the player with the progress marker wins, and the Province winner must discard their last-played military card as the cost (page 5).
How is the progress marker awarded or passed between players?
Give the progress marker to the player who has moved up the most progress levels (i.e., has more cards in their progress area); if both players are tied, the marker passes to the other player (page 6).
Do leaders that end up covered by another card still score at the end of the game?
Covered leaders do not count toward your final score, with the specific exception that Persia or Rome may score covered leaders if they reach the relevant progress level (page 6).
