World Order

Players take control of one of the four major global powers of the 2010s and vie for influence across a world map. Actions use diplomatic, economic, and military resources to build regional alliances, create economic dependencies, and contest control of key territories. Area-majority scoring and contested regions drive interaction; players allocate assets, negotiate temporary agreements, and resolve conflicts through deterministic or contested resolution mechanics. The game models shifting power dynamics and trade-offs between soft and hard power as players adapt to changing global influence over a series of rounds.

Can I put more than one of my Engage tokens in the same Region?

Yes — there is no limit to the number of Engage tokens a Region may have (yours or other players’). (page 22)

If an effect tells me to add a permanent Influence but there’s no above-the-line slot available, can I instead place a temporary Influence?

No — if an effect instructs you to add a permanent Influence you must place it above the line as a permanent Influence, even if no slot appears available. (page 22)

When an ability tells me to play another card, does that extra card have to be an Ability card?

No — the additional card can be any card type you may normally play (Ability, Strategic Asset, or Executive Order); however, to play a Strategic Asset or Executive Order you still must place an Ability card face down as normal. (page 22)

Do I gain or lose VPs when I play a Strategic Asset card?

No — the VPs printed on a Strategic Asset only set starting VPs; playing the card does not by itself change VPs unless the card’s effect says so, and each unused Strategic Asset gives +2 VP at final scoring. (page 22)

When a Growth card or Produce action asks me to choose resources/Productions, can I pick the same type twice?

No — you must choose different resource types/Productions; you cannot increase or produce the same type more than once for that effect. (pages 22–23)

Can I use a “once per round” Growth card ability during the Preparation Phase (for example before choosing Focus)?

Yes — there is no timing restriction; you may use such Growth card abilities during the Preparation Phase, including before choosing Focus. (page 23)
