This sourcebook presents thirteen fully detailed second-edition super-villains for superhero campaigns, ranging from street-level threats to world-shaking menaces. The villains include occult figures, mad scientists, extra-dimensional beings, and threats from the far reaches of space and time, with adventure hooks and campaign-use suggestions. It also includes a complete villain team with its headquarters and minions, revised first-edition villains, expanded threats from a major adventure, morally ambiguous NPCs, two mapped lairs, sinister spells and devices, doomsday weapons, evil plot devices, four adventures, and thirty-five adventure seeds.
