Collects three large expansions and two smaller add-ons for the second-edition base game, designed to mix together in any combination. Adds dozens of new building tiles, extra goals, and several new systems: a star track that alters turn order, borough borders that modify districts, bonus and challenge tiles, and a fifth-player option. New tile categories introduce different risk–reward dynamics, including Nightlife tiles that grant big immediate benefits while imposing long-term costs. Components are organized in GameTrayz inserts and sized to fit the larger second-edition tiles.
