Commissioner Victor: Case of Elusive Smugglers

A warehouse serves as a dead drop for a smuggling gang, and detectives must inspect its crates before the shipment leaves. Players try to group crates carrying the same cargo while maneuvering them around the warehouse. On each turn, a player selects a visible move tile and resolves its action. Direction tiles shift an entire row or column, with crates wrapping around the grid, while rotation tiles rotate a set of four spaces. The first player to group their crates wins.
