The Game Master uses its locations, factions, and supporting characters to build investigations, conflicts, and larger story arcs. The setting supports gritty crime dramas, dark mysteries, and action-focused superhero adventures. Players make consequential choices while dealing with corruption, personal ambition, moral uncertainty, and the competing interests shaping the city.
