Freedom!: Solo Mode Expansion

Adds a solo mode that lets one player take the role of the Empire while an AI system runs the city defenders. The solo rules provide decision tables and automated actions for enemy units, event triggers, and patrols so the single player manages their forces and objectives without additional human opponents.
