Three new districts expand the mist-shrouded city, where ruthless criminals hide in its many corners. The districts include Independent, Fortune Avenue, and the Underworld, along with the Puppet Master criminal organization, led by an unassuming car salesman and devoted father whose Mythos of Geppetto has awakened. These locations and characters can be added to the city as players investigate its darkness and help those unable to face it alone.
