Sails Full of Stars (SRD)

Set in 1850, the game depicts a struggle for control of the solar system between the Ottoman, Chinese, and French empires. Players navigate a setting of rheoships, alchemical experiments, weakly defended shipping lanes, and pirate threats, while rumors speak of dragons swimming through the void.
