This rules supplement expands character creation with Edges and Flaws, alternate character types such as ghouls and shapeshifters, and additional movement and escape-artist rules. Gamemasters receive expanded contact rules, Enemies, training and security procedures, and guidance for creating campaigns and scenarios. It also supports campaigns centered on street gangs, covert government teams, high-threat response units, or police forces.
