In the streets of Victoriana, working-class gangs, fallen heroes, nobles, and villains take up arms in a secret war against injustice and oppression. This supplement provides urban organisations for a Victoriana campaign, including their agendas, secrets, adventure hooks, and full statistics. Each group may become an ally or an enemy depending on the players’ actions, while hidden motives make it difficult to distinguish friend from foe.
