In 1897, four seaside resorts compete to become the grandest destination for a royal visit celebrating Queen Victoria’s reign. Players design and develop their resorts by constructing amusements, lodgings, monuments, and transport in the Park, Beach, and Town areas. Cards have different functions on each side: one shows visitors arriving by railway, with color-coded luggage indicating their destination, while the other represents a project and its point value. Players choose when to take visitors into their hands, then discard matching cards to build projects. Character cards can assist construction but may be passed to opponents, while advanced-game cards provide lasting advantages.
