Widows & Orphans

This supplement presents two criminal organizations for use in a superhero or modern action campaign: a vice district operated by prostitutes and a gang of clown-themed criminals. It provides background material and details that can be adapted to fit an individual campaign. The organizations can be used as written, modified to suit an existing setting, or mined for characters, locations, and plot ideas.
