Play proceeds through repeated auction rounds that allocate minor and private companies in a randomized order, followed by company operation phases where players lay track, run trains and collect revenue. Private companies provide varied regional abilities, including a mechanic for transporting lumber that requires specific train routing to realize extra income. The design replaces concessions with a merger system that permits majors to absorb smaller companies, reflecting historical consolidation in the region.
