Seastead
Players develop floating raft cities and vie for control of four shared flotillas in a flooded future. Each turn a player either dives to draw a card offering two different resource sets (choosing one sends the other to the rival) or spends resources to construct a building from their player mat onto one of the central flotilla tiles. Buildings unlock bonuses and abilities that both players can contest, and many actions yield benefits for the opponent as well, so timing and selective cooperation matter. The game uses double-sided flotilla tiles, specialist cards, and branching building paths to create shifting tactical choices.
