Societies and Settlements

This referee’s aid explores the governments, cities, and other settlements found across the galaxy. It examines how societies are organised, how they protect or regulate their members, and how internal or external pressures can cause them to become unstable or collapse. The material provides ideas for creating unusual but coherent social structures and using settlements and their governing systems to shape and influence campaigns.
