Sprawlopolis: Construction Zones

Adds a small construction-themed challenge to the base city-building game. A four-card module introduces one active requirement card that affects scoring while the other three join the deck. Players place construction tiles that must be covered by the end of the game; any remaining uncovered construction squares impose penalties on the final score.
