A brief cease-fire gives the factions six rounds to prepare for the next stage of war. Players develop their factions using 54 new cards and a special Frozen City board, where workers can hire mercenaries and discover new leaders. The expansion replaces the race to reach 30 victory points with a fixed six-round period for planning and construction. New rules reward sustainable development over unpredictable aggression and add the Texas faction, which begins production with four workers and can use one faction contact twice in a round.
