Yes. This edition explicitly notes there is no restriction on the number of Locomotive cards you may draw during the Draw Train Car cards action (you still draw two cards total on that action). (See page 2.)

You lay down the required cards, then reveal the top three cards of the deck; for each revealed card that matches the color you used (including locomotives) you must add one more card of that color or a locomotive, and if you can't or don't want to you take your cards back and your turn ends (the revealed cards are discarded). If you played only locomotives, only revealed locomotives count as matches. (See page 4.)
