Each nation receives a deck of Morale Bonus Cards; players earn cards by completing their national objectives (Anniversary Edition) or by controlling victory cities (1942 Second Edition). Cards grant historically themed bonuses or one-time abilities when played, and a reference document lists each card’s historical justification.
