Concilium Urbis

Players act as rulers of rival kingdoms who build mining cities on a newly discovered planet rich in a powerful mineral. The game runs over seven rounds, each with Reveal, Construction, Production and Voting phases, as players place city tiles, manage mineral-energy resources and form temporary alliances. Scoring is driven by a deck of Law cards that define how different tile types score; some Laws raise or lower scoring ratios and a small number of Law variants are removed at setup, so tracking which versions remain is important. Voting rounds let players change which Laws apply, making political maneuvering and timing integral to point generation.
