Submarines infiltrate enemy ports to land troops and destroy vital strategic targets, while surface fleets hunt them down and protect crucial supply lines. Players use separate surface and underwater boards to manage movement, fuel, ammunition, and cruising depth. Submarine commanders conceal their positions as both sides use bluffing and deception to control the seas.
