Vicious Villains: The Baddest of the Bad

This collection provides ten ready-to-use supervillains for Mutants & Masterminds Third Edition games. The characters range from power level 6 to 20 and can serve as antagonists or form the basis of an all-villain campaign, with point totals included for customization.
