Set in a grim technocratic Victorian steampunk world, players enact the struggle between an artificial intelligence that runs a mobile City in the sky and a band of Heroes trying to spark a revolution. The conflict plays asymmetrically: the Machine fields Servants and mechanical Guards, manages Bonds and advances a Master Plan, while the Heroes spend Trust to foment discontent, recruit notable citizens, and provoke riots. Games support one-vs-many (2–4) or solo/cooperative (1–3) modes and use a modular board with repositionable City districts. Hidden movement, resource-driven actions, and distinct victory conditions drive tense cat-and-mouse play as Heroes conceal plans while the Machine seeks to suppress unrest.
