Collateral Decisions

A contracted enforcement unit enters a dense civilian sector to carry out a routine stabilization operation. As contradictory orders, unclear signals, and civilian movement complicate the mission, the squad must control space, manage crowds, and respond to growing unrest. The operation unfolds across three acts, from establishing control to introducing fire and other environmental hazards, before ending in an escape through the destabilized sector. A persistent Fire Pressure Track records escalation as flames spread through player actions, insurgent interference, and command decisions. Encounters emphasize movement, positioning, disruption, and irreversible consequences rather than prolonged combat.
