Primacy

Forge alliances to seize control of a city where reality and cyberspace overlap. Compete through battle, intrigue, public relations, and propaganda while conquering sectors that provide income, recruits, bonus actions, and access to terminals. Secretly commit gear cards to public relations, looting, or conquest objectives, then reveal them simultaneously to resolve conflicts. Control terminals to score victory points, but balance them with territory that strengthens a faction’s position.
