Players take the roles of city councillors competing to become head of the council while developing their assigned city blocks. Buildings generate gold and silver from the city treasury, but residents react negatively to cemeteries, gallows, prisons, slums, and taverns, while hospitals require costly maintenance. Players can invest in their residents’ well-being or prioritize rapid construction, influencing where undesirable buildings are placed and following council decrees. The first player to fill all building spaces on their block wins.
