In a fictional political system, senators shape laws to increase the value of their private interests rather than serve the common good. Each player manages a Secret Agenda of Projects and proposes bills that influence the departments and their public officials. Players relocate officials and put Project proposals to a vote, using negotiation, bribes, blackmail, and deception to secure support. The final value of each department depends on its officials, determining the points earned by Projects in each senator’s Secret Agenda. The senator with the highest total wins.
