Players act as rival political parties that influence four city councils—economy, transport, culture and tourism—to obtain building permits and benefits. On a turn, a player with available meeples either places meeples in a council to gain influence or claims and places a building tile in the city by paying council points and scoring prestige. When a player has no meeples left, they resolve a council to collect council points or inaugurate their constructed buildings to remove meeples and collect the buildings’ benefits. The game ends when all buildings are constructed; the party with the most prestige wins.
