Hegemonic Promo Card: Cosmic Engineering

A promotional card for the base game that represents advanced cosmic engineering. Once advanced, it provides a one-use technology allowing all tiles in the sector pool to be discarded and replaced from the stack. When used in conflicts, it causes the power of played technology to be ignored, then is discarded.
